The City of Excelsior's Charter Commission is established by the District Court to review and update the City Charter which establishes the City’s form of government.
The City Charter is similar to a state or national constitution. It establishes the basic rules by which the City will operate. 

The Commission meets annually each year, and is on-call during the remainder of the year. You must be a resident within the City limits of Excelsior to be eligible. Appointments are for four (4) year terms.
